About the Position: This position is equivalent to a General Schedule (GS) 15 position.

Major Duties:

Serves as Chief, Regional Planning and Environment Division North (RPEDN), responsible for the planning effort of three Districts, located in St Paul, MN, Rock Island, IL, and St. Louis, MO. Responsible for the overall quality and delivery of civil works planning products and services. Provides planning support to include reconnaissance and feasibility level studies, environmental studies, water quality studies, cultural resources studies, and environmental assessments and impact statement preparation. Responsible for working with multiple districts, leading a multi-district Division which includes but not limited to resource management, leading subordinate supervisory branch chiefs in geographically diverse areas, and developing the technical planning capability of a 90 person multi-disciplinary workforce. Works with District and Division leadership to ensure technical planning capability to deliver quality planning products and services.

# "About the Position: NDAA FY2010 requires the repeal of NSPS. The position(s) covered by this vacancy announcement is scheduled to transition from NSPS to GS or an applicable personnel system no later than January 1, 2012."

# SPECIALIZED EXPERIENCE: Candidates for this job must show in their resume that they have training or experience in the following areas:

# 1) Ability to lead a multi-site organization to including developing an operating budget, managing workload, quality control of planning documents, and developing the technical capability of the organization.

# 2) Skill in dealing with multiple internal and external stakeholders, including but not limited to local governments, state governments and agencies, federal agencies, NGO's and non-profit organizations.

# 3) Technical knowledge of the Economic and Environmental Principles & Guidelines (P& G) for Water and Related Land Resources Implementation Studies.
