Summary
This position is responsible for the execution of District capital improvement program (CIP) projects. The Project Engineer/Construction Manager will be involved in the following stages of CIP implementation including:
- Generation of projects
- Scoping
- Planning
- Community Stakeholder meetings
- Design Review
- Permitting
- Bidding
- Contract administration
- Construction
- Start-up and Commissioning
- Close Out
- Warranty Administration
The Project Engineer (PE)/Construction Manager (CM) will oversee multiple projects associated with the maintenance and upgrade of the District's Water & Wastewater facilities and overall infrastructure. Typical projects include new development or expansions of Water and Wastewater Treatment facilities, elevated water storage tank projects for rehabilitation and new construction, new well construction and existing well redevelopment, water and sewer transmission line replacement/reconstruction, and upgrade and retrofit of pump stations.
During planning stages of a project, the Project Engineer/Construction Manager will consult with the appropriate District personnel. Typically, this will consist of Water, Wastewater, and D&C Managers and or Supervisors (project team) for their direction on project implementation schedule, budget, plan review, constructability, permitting, project utility, conformance with District specifications, and integration with existing District facilities.
During the design phase of the project, contingent on the delivery method and scope of services with the Design Engineer (DE) , the Project Engineer/Construction Manager may fill a management, coordination and review role in the design. The PE/CM, depending on experience, will be attending design review meetings, coordinating District activities with the DE and other agencies, performing constructability and design reviews on the contract documents.
Once the design of a project is complete, the Project Engineer/Construction Manager will become the project team leader, taking oversight of bidding, contracting, contract administration, coordination of project timelines, schedules, and budgets with the contractor, consultants and engineers, reviewing and recommending payment of contractor pay applications, coordination with plant supervisors, property owners and regulatory agencies, quality control and field verification inspections and project close out duties. Job duties will also include coordination of District interests with town, county, and state agencies, contractors, architects, engineers and other service providers. The Project Engineer/Construction Manager will be responsible for documentation of all construction management aspects of assigned CIP projects. The Project Engineer/Construction Manager will be responsible for coordinating work during the subsequent warranty period.
Essential Duties and Responsibilities include the following. The Project Engineer/ Construction Manager may be responsible for prioritizing and managing multiple projects.
- Monitor the construction contractor's performance relative to safety, quality, schedule, and contract compliance
- Interpret documentation related to hydraulics and pumps, power circuits (480 VAC and below), P&ID, controls, electrical schematics, mechanical schematics, engineering standards, environmental regulations
- Comprehension of designs for short and long term benefit to District operations
- Work with District operational team members to understand and make key decisions regarding scope, schedule, design choices, resources, change orders and costs.
- Ability to work with cross-functional teams under tight timelines in a professional manner, develops relationships, and demonstrates leadership on a daily basis.
- Review all approved change order requests prior to negotiation and provide technical support to the change management team.
- Attends regularly scheduled project meetings and presents status reports.
- Conduct weekly or bi-weekly assessments of contractors' performance to keep projects on task and for clarifying project expectations and deliverables
- Attend project identification, budget, scoping and planning meetings for assigned CIP projects and provide construction management input to project team
- Provide detailed plan review during design phase and constructability recommendations to the design engineers
- Create a project implementation schedule that includes planning, permitting, bidding and construction phases, and keep it up-to-date and available to all team members throughout the project
- Monitor construction schedule with all involved parties to keep projects on track and to address problems that may cause delays.
- Coordinate permitting information collection, submittals and communication of approvals
- Once the project design phase is complete, manage all aspects of the implementation of the project, including: bidding, award, contract administration, construction scheduling, requests for information (RFI), field changes, communication with and coordination between engineers and contractors, pay application negotiations and recommendations, field observation and documentation, negotiation of change orders, coordination with District operations, coordination with interested property owners, regulatory agencies, other utilities, secure accurate project as-builts and ensures they are added to the District electronic document management system (EDMS)
- Coordinate contractor and plant operations during shutdowns, construction tie-ins, start-up, testing and commissioning.
- Review and administer contractor's start-up, testing and commissioning plans.
- Follow through with permit requirements until project is complete.
- Monitor the project budget and reviews all change order modification requests for amendments.
- Attend construction review meetings as needed to assist with the review of private projects within District boundaries for conformance to District standards; and assist with review and updating of District specifications.
- Administers warranty period after project completion
- Work cooperatively with contractors to foresee potential liabilities, change orders and delays and resolve to the District's benefit
- Prepare reports for District management and Board of Directors
- Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties
- Perform other duties as assigned
Education and Experience
Bachelor's degree (B. S.) in Civil Engineering, Environmental Engineering, Mechanical Engineering, Construction Management or related field; a minimum of five years related experience which includes water/wastewater treatment plant construction and/or project management experience; experience with wastewater collection systems, new and rehabilitated pipelines, pump stations, water distribution and storage systems, including booster stations, storage tanks and associated facilities, or equivalent combination of education and experience.
Certificates, Licenses, Registrations
Must possess a valid Colorado Driver's license within 30 days of full time employment and be insurable under District's standards. Must obtain CPR/First Aid Certification within the first six (6) months of employment. PE license or Operator license desirable.
