This position is located in the Federal Highway Administration's Wisconsin Division Office. The Major projects Program Manager (MPPM) reports directly to the Assistant Division Administrator. The primary purpose of the MPPM position is to plan, coordinate and manage the Major Project Program for multiple major projects in Wisconsin. Major projects are defined in TEA-21 and SAFETEA-LU legislation. In addition, the MPPM will perform managerial duties as the team leader for the Major Projects/Field Operations Team. The Major Projects/Field Operations Team encompasses all major projects plus statewide responsibilities in the areas of design, environmental document review and construction. The team consists of a GS-13 level technical project manager and GS-12 level engineers/specialists.

You will have approval authority for all project, policy, and program actions within the area of team responsibilities. You will provide information and guidance in the interpretation, application, and implementation of Federal laws, regulations and policies. The duties include promoting innovative project implementation techniques. These may include various contracting methods, financing, design, and construction techniques as well as promoting the use of high performance materials. You will provide leadership and expertise to the team members in overseeing each project's schedule and budget consistent with FHWA policies, goals and objectives. In addition to the management duties, this position is also directly responsible for leading and managing the development of multiple major projects and provides liaison with FHWA Headquarters, Wisconsin Department of Transportation (WisDOT) and other Federal, State, and local agencies and officials.

This position is perfect for a mid-career professional with experience managing or leading a team of technical project managers and engineers/specialists. Experience managing and directing various aspects of a Federal-aid highway program including national policy development and providing oversight and technical guidance is desirable.

Major Duties:

The Lead Civil Engineer (Highway):

* Provides program expertise to State and local government officials and engineers to ensure effective program delivery in accordance with Title 23 and related applicable Federal laws. Recommends and facilitates the implementation of innovative programs and processes to improve the delivery of the transportation program in the State. Plans, coordinates, and manages the Major Project Program for multiple major projects in Wisconsin. Major projects are defined in TEA-21 and SAFETEA-LU legislation.

* Works in partnership with Division management in leading, managing and directing staff members in providing stewardship oversight and program and technical services delivery in highway transportation, including, planning, environment, intelligent transportation systems, right-of-way, highway safety and traffic operations.

* Provides policy direction and leadership to the major project team in the development of the team's activities. Provides the team guidance on: work priority, program development, program goals and objectives, Federal-aid laws, regulations, policies and complex technical problems. Responsible for performance evaluations and supervisory assessments for promotions and recommendations for all employees assigned to the major project team. Provides advice, guidance, coaching and counseling to each of their employees on promotion potential, training opportunities, career development, administrative and work related items.

* Communicates effectively, both orally and in writing, including demonstrated ability to develop and present briefings and training. Provides recommendations and guidance verbally and in writing with management and employees at all levels of the organization and external customers.

LEVEL

To qualify, your experience should include experience equal or equivalent to the following:

GRADE 14

# Experience managing and directing various aspects of a Federal-aid highway program including national policy development and oversight and technical guidance.

# Experience developing and presenting briefings and training, preparing technical reports, facilitating issue resolution, and monitoring and performing program reviews.

# Experience organizing, analyzing, and interpreting complex Federal-aid program data, problems and situations; identifying issues and solutions; and making recommendations and decisions.

MANDATORY EDUCATION REQUIREMENT:

All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

* Successful completion of a professional engineering degree at an accredited university or college

OR

* Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration as a engineer

2. Evidence of Passing the Engineer-in-Training Written Test

3. Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.

4. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance
